Foundation Training Program

Strata Staff’s Learning Delivery Team offers comprehensive foundational training programs.

The Strata Property Management 101 training programme will provide fundamental knowledge on Strata Properties, Strata Management Processes and the Roles & Responsibilities of the vested parties. The programme comprises the following six modular courses to facilitate learners to choose a course/s which they have a direct vested interest in and the flexibility to choose other course/s which they may wish to know more about.

Each course is of 3 hours learning duration with Q&A followed by a networking session for participants to share, learn and explore collaboration for the betterment of the strata management industry. The courses will be conducted in either face-to-face mode or via on-line live streaming.

1.  Before MCST Registration & MC Constitution

  • Management of Development
  • Establish & Management Maintenance Funds (MF)
  • Manage & Maintain Common Property
  • Accountability for Maintenance Funds

2.  After MC Constitution to First AGM: Initial Period

  • Financial Procedures for MCST Established Maintenance Funds
  • Play Role of MC as Trustee & Observe Restrictions on MC
  • Convening of First AGM

3.  After First AGM: Handover to MCST

  • Delivery of Documents
  • Prepare & Place Annual Budget for Approval
  • Other Aspects: Independent Condition Survey of Common Property
  • Latent Defects

Dr Quah Lee Kiang PhD, MSc (Maintenance Management), BSc Building, FRICS

Dr Quah is the Director of the Real Estate & Construction Centre and the Real Estate & Construction Academy in Singapore. She has extensive regional and international experience in Project and Facilities Management & Maintenance research, advice and academia. Dr Quah led the EU funded project BE4213 Condition Assessment and Maintenance Strategies for Buildings and Building Components, which among other things, sought to develop an objective building condition assessment system. This project formed part of ongoing research over the last 20 years which culminated in Dutch Standard NEN 2767 on Condition Assessment of Buildings, believed to be a ‘world first’.  Dr Quah’s professional and research affiliations include being Coordinator of the International Council for Research and Innovation in Building and Construction (CIB) Working Commission 70 on Facilities Management and Maintenance for a decade and past President of the Chartered Institute of Building Singapore Centre. She was also a member of the Royal Institution of Chartered Surveyors (RICS) Asia Board, Singapore Board and Asia Pacific Sustainability Board. Dr Quah was conferred an Honorary Fellow by Oxford Brookes University for her work in real estate and construction education and the unusual impact her career has had on this particular academic field in Asia.

Michael Tan Kie Thye

Michael Tan has over 35 years of experience in property management handling mainly strata-titled residential and commercial properties. His expertise is in the application of strata laws in operations and is well-versed with two-tier management corporations. Michael had held senior appointments with several large international property consultants such as Jones Lang LaSalle, Colliers International, Savills CKH Property Management and Knight Frank Singapore. Michael is a certified adult trainer and lectures on Strata Management in the Real Estate & Construction Academy. He also provides consultancy advice to a number of Management Corporations on matters ranging from the appointment of MAs and BMSMA compliance matters.

The course will benefit those who have a vested interest in buildings including:

Cancellations made one week before the course commencement date will be subjected to an administrative fee of $50. The full fee of $250 will be payable thereafter, substitutions can be made at any time.
